About Us
Community Action Trap & Snip (CATS) is a community-driven organization dedicated to the humane and effective management of outdoor feral and community cat populations through Trap-Neuter-Return (TNR). Serving approved residents across Arizona, CATS works to improve the lives of cats while supporting healthier, more balanced neighborhoods.

Our Story
In an effort to ease our shelter's resources and lesson "kitten season" and community cat overpopulation, our team started this 501(c)3 non-profit to provide vouchers and trap rentals to the community so we can all be a part of the solution.
Our TNR program is built on proven, compassionate practices. Cats are humanely trapped, vaccinated, spayed or neutered, ear-tipped for identification, and safely returned to the location where they were originally found. This approach prevents unwanted litters, reduces nuisance behaviors, and helps protect both cats and the communities they live in.
CATS partners with trusted low-cost veterinary providers, to make these services accessible and affordable. Through our voucher program, eligible community members can receive financial assistance for TNR services while actively participating in responsible trapping, transportation, and aftercare.
As a pilot initiative, our program is continually evaluated to assess community needs and effectiveness, with funding reviewed annually. We believe that lasting change happens through collaboration, education, and shared responsibility—and we are committed to supporting community members who want to make a positive difference for cats in their neighborhoods.
Together, we are creating safer communities and healthier lives for cats—one trap, one snip, and one return at a time. 🐾

How it Works
Once you have approval, you trap the community cat and bring it to Low Cost Veterinary Surgery Clinic of Mesa (we will send you full instructions upon approval):

Please be prepared to have the cat dropped off by 8:30am and plan pickup for around 1pm and hold that cat for at least 48 hours prior to releasing.
